Conis is a supporting character in the manga/anime series One Piece, especifically being a major character in the Skypiea Arc. She is a civilian of the arc's titular island, who meets Luffy and the Straw Hat Pirates when they arrive, quickly befriending them and becoming their ally.
In the anime, she's voiced by Rieko Takahashi in the Japanese version, and by Laura Bailey in the English Dub, as well as Jill Harris in the Episode of Sky Island Special.
Personality
Conis is a friendly and kind individual who is more than open to accept and befriend anyone she meets. She desires her own free will and not live in fear of being hurt or killed by doing so. While initially forced to follow the cruel rules set by Enel, Conis ends up defying them in order to protect her friends, even at the risk of her own life. Her bravery is best shown when she openly defies Enel by affirming that she didn't accept him as a god, something that Enel could kill her for, so everyone could see that she was telling the truth about Enel's plans to destroy Skypiea.
Conis is also shown to not hold grudges, as she assures Captain McKinley that he shouldn't feel ashamed about trying to enforce Enel's rule so they could protect the people of the island from his wrath, and is loyal to her friends, staying on the Going Merry waiting for them rather than trying to leave Skypiea as Enel prepared to launch a giant storm cloud to destroy it. She ends up being willing to stand her ground to reach her goals, pointing a flame bazooka at one of the White Barrets to stop him from attacking her.
History
Conis was born as the daughter of Pagaya in Angel Island located in Skypiea. During her teenage years, she lived under the rule of Enel following the latter usurping the previous "God" of Skypiea Gan Fall, leaving in fear of being killed by him due to Enel's Observation Haki making him able to sense and hear where everyone on Skypiea were and what they were saying. She also has a pet fox named Su, whom she deeply cherishes.
She ends up meeting the Straw Hats when they arrive on the Angel Beach, where they hear Conis playing her harp. She quickly befriended them and tried to show them Skypiea, with her father then greeting them and allowing them to go to their house, while Nami borrowed Pagaya's waver.
After having a meal made by her father and Sanji, as well as explaining to Luffy and Usopp what dials were, they noticed that Nami was no longer at the beach, with Conis and her father worrying about Nami due to her possibly having gone to Upper Yard, a place that is guarded by Enel and won't tolerate anyone entering.
While preparing to find Nami, the Straw Hats are confronted by the White Barrets and their captain McKinley, who informed them that they entered the Island without paying and thus to avoid getting arrested they needed to pay 70 billion extols, which was the equivelent of 7 million berries. Due to how much money it was, they refused, with Nami even hitting McKinley with the waver, causing the White Barrets to attack them.
Following the Straw Hats defeating them, the White Barrets declare them "Class-2" criminals, with their punishment being death. Due to Enel punishing those who refused to send such class criminals to their judgement by death, Conis reluctantly sent the Going Merry with Nami, Zoro, Robin and Chopper with it into Upper Yard through using the Super Express Speed Shrimp.
Following a walk through the city, Conis then gets the remaining Straw Hats into going into the challanges by saying that using a boat called the Karasumaru to Upper Yard was the only way to get to where the rest of the crew was. However, once Luffy senses that she was shaking while telling them to get on the boat, Conis eventually breaks down and tearfully tells them to run, tearfully confessing that she was the one who had sent the rest of the crew to their "judgement" in Upper Yard as not doing so would lead to Enel killing her and her father.
As she said this, though, Enel launched a lightning column to kill Conis for going against him, although she ends up being saved by Gan Fall, who brings her and her father to his home to protect them. While there, the two talk with Gan Fall, with the latter asserting that the Straw Hats, despite being pirates, seemed like good people who just didn't like to follow rules instead of vile criminals, and told them of a legend that someone said that when a song that hasn't been heard in 400 years ends up heard again, the war on Skypiea will finally end.
After Gan Fall left to help Chopper, Pagaya decides to fix the waver Luffy had found in the ruins of the ship St. Bliss in order to help save the Straw Hats from Enel's God's Army, with Conis agreeing to join her father. The two end up finding a shandian young girl named Aisa, whom they save from a giant sky fish.
The three end up arriving at the Going Merry, where they meet with Nami and find Sanji and Usopp who had severely injured by Enel, with Conis looking after them to tend for their wounds. After Pagaya gives Nami the waver the Straw Hats had previously found, she decides to try to go into Upper Yard to help her friends. However, a giant serpent, Nola, ended up appearing, and Nami, with Aisa who was holding onto her, running away using the waver.
While they were waiting for Nami, Aisa and the rest of Straw Hats on the ship, Conis and her father find an injured member of the God's Army, who was enslaved by Enel when the latter took over and forced to build a ship he named the Ark Maxim. He then tells them of Enel's plan to destroy all of Skypiea so he can go to a place filled with Vearth, an act that leads to Enel launching a lightning column to kill the three of them. However, Pagaya throws his daughter out of the way to protect her, seemingly at the cost of his own life.
Conis then uses her father's waver to get to Angel Beach so she can tell everyone what she had heard. She ends up being faced by the White Barrets who try to stop her, leading to her speeding up her waver to get the officers to get out of her way, although McKinley doesn't and ends up hit by the waver. Conis then explains to the people there that Enel was planning to destroy Skypiea and that they should all try to escape, something that she is first ridiculed for by the citizens, with one child even throwing a small rock at her face.
This leads to Conis dropping the Flame Bazooka she was carrying to keep the White Barrets away from her and loudly denouncing that she didn't accept Enel as god. Due to Enel's attention being on Luffy at the time, he doesn't try to kill Conis, leading to the people there to start to take her seriously. She then convinces them to try to leave the country by saying that people could no longer put the blame on someone else to save themselves and that they needed to make a decision on what they would do now.
This leads to most people begining to try to leave, except those that had family members in the God's Army who went to Conis to ask her what had happened to them. This leads to McKinley appearing and saying that the White Barrets would go look for them in order to get everyone there to leave. He then tells Conis that he and the rest of the barrets had agreeing to serve Enel and enforce his rule in order to prevent anyone else from being killed by him, and seeing as how Enel was going to kill them all, he can only see what he did as shameful due to it all being for nothing.
Conis assures McKinley that he shouldn't feel ashamed of himself, and trusts him to get the rest of the people in Skypiea to safety while she goes to help her friends. Arriving at the Going Merry, Conis understands she can't do anything but wait for them on the ship. Witnessing Enel create a massive thunder cloud to destroy all of Skypiea, Conis begins praying for the safety of everyone. Luffy ends up destroying the thunder cloud, as well as defeating Enel and finally ringing the Shandora's golden bell, bringing an end to the war in Skypiea after four centuries.
After this, she encountered Luffy and Nami, before going to the ruins of Shandora to meet the rest of the crew. There, when asked where her father was, she revealed that he had protected her from an attack from Enel but didn't make it, only for Pagaya to be revealed to be in the scene, having survived due to falling down to the White Sea bellow the island. She would later tend to the injuries of several people, including Wyper, the leader of the shandian warriors.
She later took part in the celebrations of the people of Skypiea, and once they had ended, went to bid farewell to the Straw Hats at Cloud's End. Following them leaving, Conis would eventually begin to work with Raki, opening a restaurant where she served as a waitress.
